One of the hallmarks of the current administration has been a commitment to increasing the use of monitoring and evaluation in government. This involves changing the culture of government from one which focuses almost exclusively on activities to one which also focuses strongly on results. In pursuit of this objective, Cabinet agreed on a set of twelve outcomes (or priorities) to provide a strategic focus for government, building on the five priorities in the ruling party’s election manifesto. November 2011 was the mid-point of the 2009–2014 electoral term. This document provides a mid-term review of progress against the priorities.
